Treasuries and Accounts Department

Treasuries and Accounts Department – District Treasury, Tirupathur

In Tamilnadu, originally, all the Treasuries were functioning under the control of Revenue Department. The Department of Treasuries and Accounts was formed in 1962. With the formation of Directorate, all the District Treasuries, Sub Treasuries and Pay and Accounts Offices were brought under the Control of Treasuries and Accounts Department with overall Administrative control of Finance Department.

Functions& Services:

Banking Treasuries

Treasury is the ‘Bank of Government’, functioning with the objective of maintaining all the transactions of the government. Later the transactions were done through the method of ECS(ELECTRONIC CLEARANCE SYSTEM) linking with bank.

Accounts

Treasuries and Accounts Department is maintaining the District wise and Department wise accounts of all the Government monetary transactions for both Payment and Receipts and the compiled expenditure and revenue details are sent to the Accountant General every month.

Pension

Another main work of the Treasury Department is Payment of Pension and all the other Pensionary benefits to the Pensioners,who have served in various departments of the State Government and also special categories like freedom fighters, Tamil scholars, who have served in other state government,ellaikavalar, Art & Culture etc.

Muster

Every pensioner shall furnish his/her life certificate to the concerned Treasuries in every year during 1st April to 30th June. This mustering process will be administered at 270 locations viz 31 District Treasuries and 238 Sub-Treasuries and the Pension Pay Office at Chennai. An additional facility has been provided during this year to the pensioners to submit their digital life certificate through “JEEVAN PRAMAAN” portal. This facility is provided by e-seva centers in the state. The Digital Life Certificates can be submitted by the pensioners through e-seva centres near their residence under JEEVAN PRAMAAN scheme. Further, if net-connectivity and finger print reader are available, Life Certificates can be submitted by the pensioners using this portal from anywhere in the world. This will save time and avoid hardships faced in their advanced age.

ID Card for Pensioners

Identity cards are being issued to the Pensioners/Family Pensioners on payment of Rs.30/- through 539 Govt e-service centres all over the State.

New Health Insurance Scheme

New health insurance scheme has been introduced to both the Tamil Nadu Government Employees with extension to eligible family members and Pensioners/ Family pensioners. NHIS card issued to avail cashless treatment as per norms.

Deposits

Maintenance of various Deposits like civil court deposits,criminal court deposits, Local Fund Deposit, Revenue,election,Educationaldeposit,Personal deposit etc. and Receipts of Local Bodies are also a part of Treasury functioning.

Stamps

Treasury Department is also involved in Sales of Judicial and Non judicial Stamp papers to licensed stamp vendors. Stamps are distributed to all the Nodal Dstricts from District Treasury, Chennai, and then from Nodal Districts to the respective Districts, from District treasuries to the Sub Treasuries and from the Sub Treasuries the stamp papers are distributed to the General Public through Licensed Stamp Vendors/Ex-officio Sale after remitting the amount into the Government account.
